Configuring Outlook in this way will force Outlook to work with the shared calendars in the cloud, rather than keeping what could prove to be a cached instance of a calendar on a local machine. With this setup, when changes are made to someone else's calendar, the changes take effect instantly and do not require a synchronization for them to appear.
